Requirements to improve Ringhals safety culture

The Swedish Radiation Safety Authority requires further actions to be taken by Ringhals AB in order to improve the safety culture at the plant.

During normal supervision of Ringhals during 2005 to 2009 the authority has found several deficiencies including management, following procedures, safety review, events due to operability checking, incident investigation and internal audits. This means that the Radiation Safety Authority will pay special attention to the operational decisions made at Ringhals and will perform inspections more frequently than normal.

The requirements imposed by the authority concerning continuous production for all four reactors at Ringhals includes; special reports regarding starting a reactor after normal outage or scram; actions taken after incident investigations or internal audits and how intermediate procedures are managed.

Ringhals AB is in all instances obliged, to account for every decision that concerns the start or stop of a, irrespective of whether it planned or unplanned.  

The authority’s decision on special supervision at Ringhals will remain valid until further notice.
